Before sending a frame, Ethernet interfaces must make a broadcast to get the MAC address of the recipient IP. This precedes the first consignment from the PLC. It is imperative that the equipment addressed for the SEND command (formerly PC) is connected at the time of sending the ARP request. 

Changing the mode of the PLC has no bearing on this procedure.
